It makes them a little easier to grade, and a lot easier to compare. A choice is provided simply because the individual students might have slightly different aptitudes for different subject matters. In this way, the complaint of, "I really didn't know about that, but Joe already knew a lot", is somewhat mitigated. For example, I have a much better background in semiconductors than stress analysis, so I would choose the solar panel topic. If you view either subject equally, then toss a coin. If you view both with equal disdain... then I think you have a problem. The instructor will not give a better grade to a bad report simply because it was the less-common topic.
