I understand Albuquerque Sunport recently installed solar panels atop their parking structure to generate electricity. Just wondering how much power this actually generates on a typical day. Thanks.

Practically all you ever hear about is solar panels… are they really so much more effective then other methods, such as using energy from the sun to power a steam-powered turbine enclosed in a system with a vacuum so that the water evaporates at a much lower temperature to power a turbine?

The 510 watt system in the source costs ,525.00. That is just the parts. It is basically a DIY system and the ,525.00 is just a bunch of panels, batteries and other parts that you connect yourself. And it is a 12V DC system, so you need to add an inverter for an extra 0 or so to get an AC system.

Everwhere I go, I see these orange things at roadwork sites with three or four solar panels on them. What are they? Are they completely solar powered? Are they really necessary. How much does each one of these panels cost? Is Obama (stimulus) money paying for these?

They are probably road signs or warning lights.
Before solar panels became cheap, they used to run a diesel generator and string cable along the highway to power these things.
I don’t suppose any stimulus package pays for them, they are just cheaper to operate than the other kind.

I live in west Texas where wind turbines are huge so I am considering either a personal wind turbine or solar system to reduce my electricity bill. The power company says we use 4000kw per month. Which system is best and what model should I consider

Because of your location, you have a slight chance of wind being feasible although solar should also work. You need to look at the economics, especially whether you can sell excess back to the power company (not forced by the state in Texas as it is in Wisconsin, as far as I know)
You are not using 4000 kw per month, you might be using 4000 kwh (kilowatt hours) Based on my usage in Dallas (535 in winter), you are using a healthy amount, but you have to be aware that both both wind and solar are going to fail to give full service because if winds dying at night and it going dark. You will have to pay for battery backup or use the Grid as backup. If you are paying a premium summer rate for daytime Air Conditioning power, cutting this down with either one will pay back better than just using average numbers.
Among other things, you need to discover your peak usage (the power company may know this for billing)

And will Solar Panels save you money? If so how much will it save you, and how long will it take for it to pay off.

We have a car wash which can accommodate RVs, but I have solar panels attached permanently to the roof of the RV and it is getting dirty and want to wash it. But can a commercial car wash with its brushes harm the solar panels on the roof.
The solar panels are bolted securely horizontal to the roof about 2 inches above it.
